I think Dr. Cohen is referring to the "recycled uranium" issue. The DOE is
currently performing dose reconstruction studies and a recycled uranium mass
balance project to address the issue. The results of these studies will
undoubtedly be used in the determination of compensation. The DOE has a
website, http://tis.eh.doe.gov/legacy/ for posting information relevant to
the recycled uranium issue. Unfortunately, the website is being
reconstructed and, subsequently, is not currently available (Sorry!).

There may be a legitimate issue here if enrichment plants, which
had no programs for radiation protection because they normally do not
handle radioactive material (except uranium), did process radioactive
materials without instituting radiation protection measures. Does anyone
know if this was the case?
If it was not, Health Physics Society should use its public
relations facilities to protest this action very vigorously.
