Yes, topical application of iodine-based antiseptic would be a replacement for
ingestion of KI.

Professor Miller's research is described in a series of papers, I believe in
Health Physics, around 10 years ago.  When I get back into the office Monday, I
will send a list of citations to RADSAFE.

Whether or not a KI program is in place, this seems like useful information for
someone in Emergency Management to know.

On another matter, the appointment of Abraham to Energy has people here in the
Tri-Cities (i.e., Hanford) scratching their heads, too.
