Re: Mobile Chernobyl - what is this?



I didn't think"bureacrat" was a term of opprobrium -- I just thought it
described a position.  I apologize if anyone read it as an insult.  It is
however rare to hear a public servant speak so plainly, although it is very
gratifying.
