I have not been giving the food irradiation thread my full attention, but is Public Citizen giving testimony to a Congressional committee?  If so they are administered an oath.  They could be liable for perjury if they lie or give misrepresentation under oath.  Who would be responsible for initiating an investigation of possible perjury to Congress?  In court, testimony from a known perjurer looses a certain amount of credibility, perhaps the same would be true of Congress?
