What is the assumed fuel in a transportation incident?  is it Diesel, and what is the unconfined burning temperature of diesel?  Do transportation fuel fires typically burn for 30 minutes in one spot?    His statement as quoted really doesn't indicate if he thinks the test is to stringent or to lax.  Not being a firefighter I have wondered about the temperature and time element before.  They seem high to me, but I've never responded to burning saddle tanks.  There must be studies on this, I just don't know where they are.
