Paul,

There is no current federal law against reprocessing.  General U.S. policy is against it, but Reagan repealed Jimmy Carter's ban on reprocessing.  The biggest reasons it is not being pursued are that DOE is accepting responsibility for spent fuel for 1 mill/kwh surcharge and the costs associated with the technology.
