German Dry Cask Storage

R/S LIST,

 Hello. Has anyone any information regarding the basis for the German design

preference incorporating radiant cooling [as opposed to convection cooling]

for the dry cask storage of spent nuclear spent fuel?  I am told that

federal/industry discussions took lace in the seventies, but I haven't a

clue as to how to find records of those discussions or the studies which

informed the choice. I would appreciate any references or other help anyone

might give.
