This shouldn't be news to anyone. It is quite common for politicians to
promise some pie in the sky with one hand, and slash the budget necessary to
deliver it with the other. The agencies take the blame, the governors (or
presidents) take the blame, and the politicians walk away, constituencies in
tact. Until we are ready to talk real, serious political reform this will
continue. For every law proposed and promoted, by any legislator, they
should have to demonstrate precisely where the funds will come from to
implement the law, and have potential personal liability for any
misrepresentation.
