At  first  try  Health  Physics  74(6):687-697; 1998 (with interesting

bibliography).

Concerning  Techa river, try to find the papers of Dr. Marina Olegovna

Degteva in Health Physics.

There  are  a  lot of papers and some monographs on the topic had been

published  in  Russia  in  last  decade indeed. As far as I know a big

review   on  the radioactive contamination of Ural area after accident

at  Mayak  and  consequences  for  population  is preparing by leading

researchers  from  Chelyabinsk  and  Ekaterinburg  cities.  It will be

published  (in  Russian)  soon.  I  don't  know  yet  how  it  will be

distributed.
