Exposure was from the accident. The doses are reported as "40-500 mSv IN

1957."  The major public exposure would be over days to weeks, with lesser

contributions to the totals from longer periods.  As long as such exposures

are greater than a minute or two, and less than many months to years, this

level is consistent with stimulatory effects in populations and many animal

studies.  As indicated by the results. Of course the anti-nukes would say,

"no increase was seen." :-)
