"Fast" refers to utilizing high-energy fission neutrons to sustain the chain

reaction.  IP is a "thermal" reactor, i.e., neutrons are slowed to thermal

speeds by a "moderator" (water at IP/LWRs). "Fast" neutron reactions produce

more neutrons, making breeder reactors more achievable.
