Thank you for the information.  But I guess the larger question is how is

that recommendation being translated into the regulations?  Should and shall

have very different meanings, are those who have to interpret regulations

know.  



How are the individual countries been writing their regulations?  	I

don't think the US there has not been a big more to adopt these

recommendations.  We are still using ICRP 26 recommendations.

According with ICRP recommendation it is implicit that the dose constraint

for optmisation should not exceed 20 mSv in a year - ICRP 60, page 40, (166)
