There is no consent form a member of the general public with regard to

airplanes flying over them.  Yet those airplanes occassionally fall from the

sky, killing some of the people on the ground who gave no consent.  No study

is needed to determine that a person underneath a falling aircraft or its

flaming fuel is harmed.  Neither is there any potential benefit received by

such an individual. Perhaps you remember Cerritos, California and the

collision between the Mexican Airways jet and the small private plane.
