Look at it as an economics problem where  the radiation safety budget is overspent for non-productive activity.  It the production is improved, then there is a positive net benefit.  Some of that will be for the above mentioned activities and much of it will be for others.  The positive net benefit is what we are looking for. (Here, to the detriment of our own profession, I am sorry to say.)
