My answer is "I don't believe we should set radiation safety requirements for an unknown "most sensitive person" any more than I believe teachers should adjust their instructional methods to focus on the dumbest student".  I'm not aware of any other safety-related activity where limits are set to ensure the most sensitive person is not affected.  I also do not believe it is economically practical or reasonable to attempt to protect everyone from everything.
