Alternatively, an annual survey (quarterly) would also confirm this. Note
that a physical survey w/ instruments isn't required by 10 CFR 20 (see
"survey" definition).

Your statement seems to confirm my reading of NCRP 116: since we don't want
to use TLDs (or Luxel) to show that Joe Public can't get more than 1 mSv
from combined sources, then it would seem that we are left with the 0.25 mSv
limit.
As I said, I sincerely want to get a handle on this, so any help is
appreciated.
