RE: dose limits for members of the public

I have a question.  Where / how would you apply the 5 rem to the public?  From what sources?  I could maybe see a site that is being decommissioned, where if someone lived, drank water from a well, and grew all their food on the sight, they would only get 5 rem.  But what would be the limit for an operational site.  Pumping out activity that would represent 5 rem to the general public would lead to build up around the site.  So would you have general environmental limits then; passed a preset point you would have to cut down on your emmission's, or go clean up the general area?
