RE: Negligence and TMI



The discussion of liability and fault is instructive, but I am interested in

TMI's lessons for today's terrorist situation.  Nuclear people are

inexplicably unwilling to comment on or correct even scenarios that are

demonstrably unachievable because of the basic laws of matter.  Unrefuted

statements on the public record claim that a single spent fuel cask in the

hands of terrorists could cause "tens of thousands of deaths" and "render

vast areas uninhabitable for centuries."



If a news release tomorrow announced that radioactivity had been dispersed

in some populated area, wouldn't the consequences be needless panic?  Forget

liability for the moment.  Doesn't anyone feel a professional obligation to

point out in advance that such a situation cannot cause massive deaths or

injuries?  How can any technically knowledgeable individual or organization

justify remaining silent on this point?
