Fresh fuel is actually not very radioactive -- it is essentially uranium enriched in U-235 to about 35 to 5% from 0.711 %.  The activity is approximately 3 millicuries  per pound of uranium, or about 3.4 mCi per pound of uranium dioxide.  The emissions that would get outsuide a container are mostly thorium X-rays (about 0.4 MeV).

Fresh fuel is usually not transported in Type B casks.  The Type B casks are heavily shielded and therefore used for spent fuel that contains large amounts of relatively very radioactive fission products.
