I took a look at the distribution of this data.  Assuming it is not a biased selection of flesh because it was radioactive in the first place, a wild assumption in this world, it appears to be log-normally distributed with a geometric mean of about 2 Bq/kg and an expected range (x / 2 sigma) from about 0.01 to about 170.  Given this distribution, the deer found in Brookhaven is right in the middle.
