You will all be pleased (I hope) to know that such considerations (i.e. risks of "ordinary" traffic accidents) are part of the Yucca Mountain EIS (I say that with some knowledge because I wrote it).
However, it should also be pointed out (a) that coal usually is transported by rail -- and this is likely to be the preferred mode for spent fuel as well, (b) that for the last 30 years most new coal plants in the U.S. have been mine-mouth plants, so that essentially no offsite transportation is involved. (Yes, I know this requires transmission lines and results in some transmission line losses, but so do nukes and hydro and essentially all electric generating facilities).
