DOE (and NRC) did not start with "politically acceptable conclusions."  I was present at some of the Modal Study meetings, and the State of Nevada and the anti-nukes and folks like Marvin Resnikoff were the "drivers" for this kind of analysis.  They say "but you haven't considered this or that scenario," and then take the agency to court and the courts decide that whatever was done was not conservative (or whatever) enough.  It all began with the notion that EISs had to project risk, but it sure wasn't anything dreamed up by the federal agencies.
