Guidelines for Determining the Probability of Causation



Todays Federal Register (67FR22296-22336) has a final rule published by

Health and Human Services regarding the "Guidelines for Determining the

Probability of Causation Under the Energy Employees Occupational Illness

Compensation Program Act of 2000".  I would like to see a thread picked up

on this item.  From my quick look at the document, Part 81 dealing with

Probability of Causation is based entirely on the IREP program (Interactive

RadioEpidemological Program) that is available on the web.



What has been the experience of people in using IREP?



The second part of the publication is Part 82 dealing with "Methods for

Radiation Dose Reconstruction Under the Energy Employees Occupational

Illness Compensation Program Act of 2000".



My first reaction is that these are strongly in favor of the employee but I

am wodering if others see it in the same way.  The concept of dose

reconstruction for a specific individual should lead to a lot of interesting

methods being developed.
