apologies for this off topic question-disposal of hazardous/contaminated soil



Hi,

       firstly, apologies that the following question is off-topic, however I 

recognise that there are various list members who's experience (in the 

remediation of sites contaminted with both chemicals and radiological 

material) may be able to help out on this.



I have a friend in NY state (long way away from me in the cold north of 

Scotland)  who has aquired a property.  The property had a hydraulic lift 

which has lost some oil and contaminated surrounding soil (described as two 

truckloads).  this has been removed from the site but is currently awaiting 

disposal.  I'm familiar with the requierements of UK law but am not sure what 

the Federal or State requirments would be for the disposal of this material.  

Also what evidence might state or Federal (EPA) require that the cleanup is 

complete.  I'm concerned that this might be a very expensive venture for my 

friend.
