The latest issue of the ORNL review can be found at http://www.ornl.gov/ORNLReview/  The aritcles are not very technical, but I think 

the one on "Responding to Energy-Related Emergencies" may be of interest to some of us.  Particular the findings of the survey of 

what people would do if they were told to evacuate or take shelter.
