     INPO is was manifested by the nuclear utilities supported by money 

     from the nuclear industry.  If they didn't "suggest" that plants have 

     0 personnel contamination events and 0 waste, they wouldn't exist.  

     BTW, I've often asked my auto mechanic if he could spend the day NOT 

     getting grease on him.

     

     The excellence coming from being self critical and identifying and 

     trending lower threshold events (which may be indicative of a larger 

     programmatic issues) is a great process, which again NO ONE else does. 

      I applaud the nuclear industry and its processes, e.g., trending 

     lower threshold events, root cause analysis, employee assistance 

     programs, safeguards and security, etc.

     

     HOWEVER, the industry often forgets that it is 'as IS REASONABLY 

     achievable.'
