The last time I looked, "even" dose
distribution is more related to union contract issues than to ALARA. All
things being equal, equal dose is a "good practice." However, when one
worker can do a job 5 times faster than anyone else in the same craft, it is
better to let that worker do the job every time than to increase collective dose
by putting slower workers on the job. That's true until the fast
worker approaches his annual administrative dose limit. This is true for any facility whose performance is judged
partially on its total annual person-rem dose (such as DOE
facilities).
