As of last summer FGR 11 and 12 were available in bound hard copy (FREE!) from ORNL. Check their website (I've lost the exact link to the documents) and you oughta find it.

You can download FGR 11 at http://www.epa.gov/radiation/federal/docs/fgr11.zip ... but a word of warning, it's nearly a 9MB zip file, and it unzips to a ... and it unzips to a nearly 13MB PDF file.

I couldn't find 11, but it's probably somewhere at:

or
www.firstgov.gov
