ANNOUNCEMENT NO. 04
The following vacant position is in the Naval Sea
Systems Command Detachment, Radiological Affairs Support Office
(NAVSEADET RASO), Yorktown, VA. It will be filled using the
Management Identification of All Candidates method under Human Resources
Office (HRO), Norfolk Virginia, HRO Manual Chapter 335. Management
Identification of Candidates permits rapid determination of competing
candidates in lieu of publicizing promotion opportunities via other
advertisement procedures.
Position: Radiological Affairs Analyst, GS-301-13
Area of Consideration: Current Career/Career-Conditional
employees of NAVSEADET RASO only
Duties: Serves as the Low Level Radioactive Waste (LLRW)
Porgram Director. As such, manages Navy and Marine Corps program
assets in consonance with the Department of Defense LLRW Program
Executive Agency and provides technical expertise on LLRW issues.
The incumbent is also assigned as the Program Support Director for
RASO. In this capacity, the incumbent manages program analysis and
administrative support for the Radiological Affairs Support Program
(RASP), Naval Radioactive Materials Permit (NRMP) Program, Radiological
Controls Program, Installation Restoration (IR) program, Base Realignment
and Closure (BRAC) Program and related programs throughout the Navy and
Marine Corps. The incumbent also supervises secretarial and
administrative support services and personnel.
CONUS and OCONUS travel is required.
Government Passport is required.
Valid VA driver’s license is required.
Ability to obtain and maintain a Secret security clearance is
required.
Must have current HAZWOPPER training.
QUALIFICATION REQUIREMENTS: To be eligible, applicants must
possess the specialized experience required by the published OPM
qualification standards. Applicants must have one year of
specialized experience equivalent to the next lower grade level.
Specialized experience is experience that demonstrates the knowledge,
skills and abilities to perform the work of the position to be
filled. Applicants must meet all qualifications, legal and
regulatory requirements by the closing date of this announcement.
The Knowledge, Skills, and Abilities (KSAs) identified as essential to
the successful performance in this position are identified below:
- 1. Knowledge of and
experience in health physics, radiation and environmental compliance
safety.
2. Ability to
manage and evaluate the Low-Level Radioactive Waste Program.
3. Ability to
communicate orally and in writing at all levels of contacts.
4. Ability to work
under pressure to establish priorities and solutions for unique and
complex problems during potentially adverse situations.
5. Knowledge of Nuclear
Regulatory Commission, Department of Transportation, Environmental
Protection Agency, Agreement State, federal, DOD, and Low-Level
Radioactive Waste Compact rules and regulations pertaining to radiation
safety, radiological controls programs, radioactive waste, and
environmental protection.
6. Ability to direct
and oversee the activities of subordinate personnel and programs and to
carry out the policies of the Equal Employment Opportunity Program.
