As part of its continuing efforts "harmonize" U.S. hazmat transportation
regulations with international regulations, DOT/RSPA published a "Notice
of proposed rulemaking" (NPRM) in the "Federal Register," on December 3,
2002. Comments on material for incorporation by reference are due by
January 2, 2003, while comments on other parts of the NPRM are due by
February 3, 2003.
The highlights of this NPRM for radioactive materials shippers are:
There is a new special provision (A56) for the air transport of
radioactive material, which requires that radioactive material with a
subidiary hazard of Divison 4.2 (spontaneously combustible), packing
group I, must be in a Type B package, while radioactive material with a
subsidiary hazard of Division 2.1 (flammable gas) is prohibited from
passenger aircraft.
A subsidiary hazard class or division number must be entered on shipping
papers. This is presently optional, except for transportation by
vessel.
The number of packages and types of packages must be shown on shipping
papers. This is presently optional, except for transportation by
vessel.
An alternate sequence for the "basic description" on shipping papers (id
number, hazard class, proper shipping name, and packing group) will be
allowed.
There is a new "air eligibility marking" required on non-bulk packages
being transported by air, through which the shipper certifies that the
package meets all requirements for air transportation.
The information that a specification package vendor must provide to
package users, as required in 49 CFR 178.2, will be specified in geater
detail, especially for packages which will be transported by air.
I urge shippers to review this NPRM and submit comments, if appropriate.
