| Most of countries that follow the IAEA ST-1 Regulations for the Safe 
Transport of Radioactive Material, Ed. 1996 need to adopt the document according 
with the countries necessity. This document in fact don't give details about 
this specific question and in general, the countries should to write guidance on 
how to use it. If it is a national requirement, I do believe it is a right of 
the users to ask offically to the Regulatory Authority the reasons for such 
requeriment in case of soil density and moisture probes. What is written in the 
ST-1 to guide in this subject is found in Section III - General Provisions. 
 So, if the vehicle and container is adequate for such transport, the 
Radiation Protection and Safety of Sources follow the requeriment in Section 
III, if to transport you have adequate records, labell and placards, emergency 
procedures, training was provided, you can argue with the Regulatory Authority 
to demonstrate tecnically the necessity of using a detector do transport soil
