He gives the talks because he is invited by some group or other to give them (I give talks -- I even wangle invitations to give them) and his travel is paid for.  His talk is covered by the press and he becomes a big shot, which can be pretty seductive.  Also, given Mr. Rokke's background, he may well believe what he says, and the more he repeats it, the less likely he is to retract or contradict it.
