Although  the decision about this value (alfa value  that gives the monetary value assigned to the unit of collective dose for purpose of radiation protection) falls in the competence of national authorities, an international harmonization will be required for sources  which lead to a global distribution of the collective dose commitment. Examples are the release of C-14 and Kr-85 from nuclear installations.
Is is also necessary  to take into account developed and less developed countries which give a reference value for alfa different. As a first approximation the level of health  care in any country is proportional to the country's average GNP per head. On a purely economic basis, a minimum value to be associated with a statistical year of life lost is the annual GNP per head. For highly developed countries, the a value of alfa was calculated to be US$20,000 per man.Sv saved
