TEPCO proposes spent nuclear fuel storage facilities in Mutsu
TOKYO, April 11 (Kyodo) - Tokyo Electric Power Co. (TEPCO) on Friday
presented a plan to Mayor Masashi Sugiyama of Mutsu, Aomori
Prefecture, to build storage facilities to hold up to 6,000 tons of
spent nuclear fuel in the city, TEPCO officials said.
The plan calls for the construction of two facilities near Sekinehama
port in Mutsu, each capable of holding 3,000 tons of spent nuclear
fuel for 50 years until the fuel is removed for reprocessing.
TEPCO hopes to have the first of the two facilities in service by
2010 before building the second one. The construction cost for the
whole project would be about 100 billion yen, according to the
officials.
''We will decide whether to approve the site based on conclusions
from the city assembly and residents,'' Sugiyama said.
Initially, the city considered limiting the storage to spent fuel
from TEPCO, but in February, it was approached by TEPCO about storing
spent fuel of other electric power companies at the facilities.
TEPCO will store about 4,000 tons of its own spent fuel at the
facilities, with the remaining capacity expected to be shared with
one to two other companies, the company officials said.
Japan Atomic Power Co. has already requested joint use of the storage
and TEPCO is expecting participation from Sendai-based Tohoku
Electric Power Co., according to the officials.
If the city approves the plan, TEPCO and participating power
companies would set up a business unit to build and operate the
facilities, the officials said.
TEPCO told the Mutsu city government on April 3 that a study it
conducted at the proposed site showed that construction of the
storage facilities there is technically feasible.

Framatome ANP Replaces Reactor Vessel Head at Daya Bay Unit 2 Nuclear
Power Plant in Record Time
PARIS and LYNCHBURG, Va., April 10 /PRNewswire/ --Framatome ANP, an
AREVA and Siemens company, supplied a new reactor vessel head to the
Daya Bay nuclear power plant in China and performed the replacement
activities during a scheduled refueling outage at Daya Bay Unit 2.
The reactor vessel head was manufactured in Framatome ANP's Chalon St
Marcel factory and delivered to the site in December 2002. Guangdong
Nuclear Power Joint Venture Company (GNPJVC), the owner of the
nuclear power plant, decided to replace the reactor vessel head of
Daya Bay unit 2 to take advantage of the new Alloy 690 offered by
Framatome ANP.
The initial tight schedule for reactor vessel head equipment removal
and reinstallation was reduced by 5 days, achieving a completion
record of 10 days. The unit was back on line on March 19, 2003. A
similar project will be carried out at Daya Bay unit 1 in 2004.
Due to the effective control of the radiological levels at the Daya
Bay plant by Guangdong Nuclear Power Joint Venture Company (GNPJVC)
and the efficiency of the operation, the total exposure was limited
to 74 millisieverts (mSv), which is a 25 percent reduction in the
levels normally measured for such an activity
This successful outcome results from the excellent cooperation
between Framatome ANP, the Chinese maintenance company Shenzhen
Nuclear Engineering (SNE), a subsidiary of 23rd Company, and
Guangdong Nuclear Power Joint Venture Company.
Framatome ANP has been a longstanding contributor to the development
of clean, cost-effective, nuclear generated electricity in China,
beginning in 1986 with the signing of contracts to build the two Daya
Bay 900 MWe units.
