Transportation of Normal Form Exempt Quantities

Can anyone point me to NRC positional statements, or the like, regarding 

transportation of normal form exempt quantities?  I am fairly familiar with 

49CFR but would like a little clarity on certain aspects.  Thanks for your 

help.
