RE: fallout shelter sign history
Here are some sources on the history of the radiation symbol. Of course,
the fallout shelter symbol is slightly different because the central circle
is missing. As the first web site indicates, it was important that people
associate the fallout shelter sign with safety and not with the potential
hazard of radiation.

The current radiation symbol is standardized in ANSI N2.1 with the fissile
material symbol in ANSI N12.1. I am not aware if the derivative symbol for
fallout shelters is standardized in an ANSI standard.
