It's also very slightly abrasive.  Must have been a parent with gum-chewing kids that came up with it; it's been a standard "household hint" for getting gum out of hair for decades.

My guess is that it containers organic fats that do not break down the lipid (oily) surface of the skin, and it can get into all the cracks in the skin.
