My understanding is that the tissue weighting factors are explicitly for
stochastic effects. The 50 rem organ CDE limit in ICRP30 covers the
nonstochastic effects.
ICRP60 does not need a separate nonstochastic dose limit, since the 2 rem/year
TEDE would prevent any organ from exceeding the stochastic limit. This limit
is still implied, however.
