The document number is EPA 400-R-92-001, and it's "kinda" available online at EPA's National Environmental Publications Internet Site ... the URL is http://www.epa.gov/cgi-bin/claritgw?op-Display&document=clserv:OAR:0017;&rank=4&template=epa ... unfortunately, it's NOT a PDF file ... it's a different document imaging system that EPA uses. You can (albeit with some difficulty) print out individual pages or the entire 274 page document. I don't think you can search the document.

Guidance on emergency worker doses is in an EPA document titled "Manual of
Protective Action Guides and Protective Actions for Nuclear Incidents ".
The document also provides guidance to local and federal authorities on the
protective actions to take to protect members of the public. The current
document number is EPA-400. It was revised in 1991. Prior to 1991 it was
EPA-520. I don't think an electronic copy is on the EPA web site, I have
looked several times.
