TS-R-1 applied to uranium and thorium ores

Can anyone point me in the direction of an explanatory document that details how TS-R-1 applies to uranium and thorium ores. I am not simply looking for a document that tells me which sections of TS-R-1 to apply but rather a practical guide to how these ores must comply. The Regs are so "open to interpretation" that one is left clueless.



examples are;



How does one calculate exemption or non-exemption, particularly in cases wher we do not have complete info on the nuclide make-up of the ore.



Also how do we decide if it is LSA-I or LSA-II ?
