I agree with everything that you have stated above. The problem is that states are 

being told that there are thousands of infants dying due to effluent releases from power 

reactors in their area. That hypothesis is what drives the studies and the $$ being 

spent. It doesn't take much for a group to claim death and injury to a politician, for that 

politician to jump on the bandwagon, making claims that they are out to help their 

constituents.
