You are absolutely correct. This has been discussed before, and, is essential for any 

"design of experiment" to have any validity. I expect that if there were a Control group, 

from other areas where there is no possible of any radiation effluents from a  power 

plant, of any kind, that the results in those areas would be consistent with those baby 

teeth obtained from around nuclear plants. If the results are statistically different, and 

there are no other scientific explanations, then we have to consider the possibility that 

the results are due to the power plant. In other words, this needs to be a scientific 

evaluation, which it does not appear to be, nor has it veer been.
