Of course it could have been done at the FFTF.  The decision to shut down the FFTF was an internal decision by DOE (I don't think it was  really in response to anti-nuke pressure).  To my mind it was a wrong-headed decision.

In my experience (some 25 years now), internal decisions by DOE are most strongly influenced by the home states of powerful senators.
