There both are correct by FGR-11 (1988): 



7 pCi/M^3 = 7 e^-12 uCi/ml:  this is for Y-class



3 e^-12 uCi/ml is for W-class

I am looking for the DAC for pu239.  CDC has a value of 7pCi/M^3   NRC 

reading room says its  3e^-12 uCi/ml.  Who is right?
