Russian uses a similar construction, "nye kulturny". As you could probably guess, it means lacking culture. Careful using it though; it's a heavy-duty insult, much like derogatory references to a Latin American's mother.

In English we would say that this is due to a lack of "manners". It was interesting that when I lived in Brasil, the phrase in Portuguese, literally translated, was "lacking education". Just from a standpoint of professionalism, respect for others should be universally practiced. As a reminder, this is also list policy. Disagreements are fine, rude or disrespectful comments are not. If you wish to practice such behavior, please do so in private email. Preferentially, just practice good professionalism and always answer others with respect.
