Randy--Relax.  The 49CFR174.403 "definition" limits you state are erroneous;

see 173.443 for the correct values [4 Bq/cm2 (22,000 dpm/100 cm2)

beta/gamma; 0.4 Bq/cm2 (2,200 dpm/100 cm2) alpha].
