The current definition of "stakeholder" , as it is used by DOE and

activists, is "anyone who has a stake in the outcome of a decision."



Some (not I) would argue that this would include every person on the

planet.  PETA would probably wish to represent the animal kingdom.  I guess

the insects and reptiles are on their own.  No wonder the politics drive

the boat.
