Quite true, with "stake" in the sense of "an interest or share in an undertaking" (Webster's 1976 NCD).
However, this source also defines "stakeholder" as"a person entrusted with the stakes of bettors", which is the other definition brought forward.

Your historical perspective has the ring of authenticity. The current definition of "stakeholder" , as it is used by DOE and activists, is "anyone who has a stake in the outcome of a decision."
