Based on the story, and the statement above, I surmise these were simply  
removed because no one was going to use them anymore.  Based on trends over  the 
last 50 years, the cost of disposal will simply increase in the coming  years, 
so better to ship them off now.
 
This was a common sense decision in a particular situation that in no way  
implicates that other irradiation facilities that are in use should be  
dismantled, or that others should not be built.
