Use of the "graded approach" for DOE decommissioning work is discussed
in Section 2.3 of DOE G 430.1-4, Decommisioning Guide. This documents
can be found at www.directives.doe.gov
Implementing the "graded approach" basically means that the level of
detail and the amount of resources expended for a particular activity
should be commensurate with its relative importance to safety,
environmental compliance, safeguards, and security; the magnitude of any
hazard identified; programmatic importance; financial impact; and/or
other facility-specific requirements.

Radsafers,
One for the DOE sites out there - can anyone direct me to the location
of where 'the Graded Approach' concept is explained in detail ? If
possible as it applies to decommissioning projects. I am not aware of
any such site or document for decommissioning other than that projects
should use a graded approach.
